I have just realised that this phenomenon occurs only after I login (which I can't seem to do on the portal page). The website looks normal before that.

go to your User CP -> Edit Profile then at the bottom right change the Board Style to 2.0 Inspired

Nope no idea Try what mercy said and see if that works. That's supposed to be the default theme for everyone so make sure it's on that. You can try the other ones if that doesn't work either. Lemme know how it goes.
